- 15 providers were prioritised for the next stage and three excluded. The shortlist includes reasoned recommendations and specific questions for on-site meetings.

- A potential service partner needed to be checked against a defined requirements catalogue. Information and supporting evidence varied in completeness.
- The approach
- Company profile, languages, creditworthiness, staffing, commercial terms, IT and operations were checked systematically. Available information and outstanding evidence were recorded separately.
- The outcome
- Four areas were fully covered. Missing information and the next checks were specified for the remaining three.
